SVAMITVA Scheme Implementation
Drone-Based Property Surveys to Establish Rural Land Ownership

The Government of Arunachal Pradesh is gearing up to implement the SVAMITVA scheme (Survey of Villages and Mapping with Improvised Technology in Village Areas), a Central Government initiative aimed at revolutionizing rural property ownership. This scheme, spearheaded by the Ministry of Panchayati Raj, involves the use of drone technology to conduct high-resolution surveys of inhabited village areas to create accurate land records.

Key Objectives and Features of the SVAMITVA Scheme:

  1. Drone-Based Property Survey:
Using advanced drone technology, the state will conduct aerial surveys of rural properties, mapping land parcels with high precision. This eliminates ambiguities and discrepancies commonly found in traditional land records.

  2. Issuance of Property Cards:
Upon completion of the survey, Property Ownership Cards (also known as “Svamitva Cards”) will be issued to rightful owners. These will serve as legal ownership documents, enabling villagers to use their property as a financial asset for loans, insurance, or inheritance.

  3. Formalization of Property Rights:
Many rural households currently occupy ancestral or informal properties without formal documentation. This scheme provides legal recognition of such landholdings, reducing disputes and enhancing tenure security.

  4. Boost to Rural Economy:
With official documents in hand, rural residents can now access institutional credit, invest in improvements, or participate in government schemes that require land ownership proof. This will lead to increased economic activity and stability in rural areas.

  5. Support for Panchayati Raj Institutions:
Accurate land records will also empower local governance bodies by providing a reliable basis for property tax collection, planning, and infrastructure development.

  6. Transparency and Efficiency:
The use of geospatial data and technology ensures transparency, speed, and minimal human interference, reducing scope for corruption and litigation.

Relevance to Arunachal Pradesh:

Given the state’s challenging terrain and complex customary landholding patterns, the implementation of SVAMITVA in Arunachal Pradesh represents a forward-looking effort to harmonize traditional land practices with modern governance tools. It also supports broader efforts in digitization, inclusive development, and rural empowerment.

This initiative not only marks a significant leap toward resolving rural land disputes but also enhances rural asset security and governance accountability, aligning with the vision of “AatmaNirbhar Bharat” (Self-Reliant India).
