Arunachal Pradesh Industrial Development and Investment Policy, 2025
Effective from April 1, 2025

The Government of Arunachal Pradesh has officially launched the Industrial Development and Investment Policy, 2025, which came into effect on April 1, 2025. This policy is a strategic initiative to stimulate industrial growth, promote entrepreneurship, and position Arunachal Pradesh as an emerging investment destination in Northeast India. The policy aims to diversify the state's economy, reduce dependency on central grants, and generate employment through sustainable industrialization.

Key Objectives of the Policy:

  1. Promotion of Entrepreneurship:

    • The policy encourages local entrepreneurship, especially among youth, women, and tribal communities, by offering a range of financial incentives, training programs, and incubation support.

    • Special focus is given to startups, MSMEs, and agri-based industries that leverage local resources.

  2. Attracting Investment:

    • By creating a business-friendly environment, the policy seeks to attract private investment from across India and abroad.

    • It includes provisions for ease of doing business, such as single-window clearances, fast-tracked approvals, and land facilitation.

  3. Industrial Infrastructure Development:

    • Planned development of industrial estates, clusters, and logistics parks across key districts.

    • Emphasis on connectivity, reliable power supply, and digital infrastructure to support industrial operations.

  4. Sector-Specific Focus:

    • Priority sectors include food processing, tourism, renewable energy, horticulture, bamboo, handloom & handicrafts, and IT services.

    • The policy promotes eco-friendly and sustainable industries, in line with Arunachal Pradesh’s ecological sensitivity.

  5. Incentives and Subsidies:

    • Offers capital investment subsidies, interest subsidies, tax reimbursements, and power tariff concessions for eligible units.

    • Special packages for women-led enterprises, startups, and units set up in backward or remote areas.

  6. Skill Development and Employment Generation:

    • Focused efforts to build a skilled local workforce through vocational training centers, industry-academia partnerships, and skill mapping programs.

    • Industries will be encouraged to recruit and train from within the state.

  7. Green and Responsible Industrialization:

    • The policy mandates environmental safeguards and promotes green certifications, clean technologies, and waste management systems for industries.

Expected Impact:

  • Boost to State GDP through diversified economic activities.

  • Creation of new employment opportunities, particularly in rural and semi-urban areas.

  • Enhanced self-reliance and reduced migration of skilled youth by creating opportunities locally.

  • Strengthened infrastructure and ecosystem for innovation, especially in the context of Northeast India's Act East Policy goals.

The Industrial Development and Investment Policy, 2025, is envisioned as a transformative framework that will unlock the state’s potential, promote balanced regional development, and make Arunachal Pradesh a competitive industrial hub in the region.
